Microsoft makes Windows a hybrid local-cloud AI platform

Microsoft announced a Windows hybrid-intelligence architecture with generally available agent containers, local-cloud routing, new local model support and RTX Spark PCs for AI builders.

Microsoft outlined a Windows platform strategy that routes agent work between local hardware and cloud services, combining local models, runtime support and policy controls for enterprise and personal AI workloads.

Agent containment reaches general availability

Microsoft Execution Containers are now generally available on Windows 11, with runtime policies controlling which files and networks agents can access. Microsoft also announced Agent 365 integration and listed support from agents including Codex, GitHub Copilot, Replit and NVIDIA OpenShell, with more integrations planned.

The release adds llama.cpp support to Windows ML and extends GitHub HydraFusion toward local model routing in an experimental preview later in October. Microsoft also opened preorders for RTX Spark systems, including Surface Laptop Ultra and Surface RTX Spark Dev Box; shipping dates and performance figures remain vendor statements.
