OpenAI said it disrupted Russia- and Iran-linked influence operations that used AI to impersonate independent media and civic voices, while cautioning that operator claims of reach often exceeded independently visible impact.

OpenAI published a threat report on October 8 describing Russia- and Iran-linked influence operations that used its models to create or support false-front media brands, fabricated contributors and coordinated content. The company said it banned associated accounts and shared indicators with relevant partners.

A higher-severity Russian operation

OpenAI classified the Russia-linked Category 5 operation as the first campaign it had disrupted at that severity, while describing an Iran-linked Category 4 network separately. The report says operators recruited unwitting contributors and attempted to make coordinated outlets appear independent.

OpenAI also cautioned that the operators’ own claims of reach and influence were often larger than what it could verify in public evidence. The report establishes the company’s enforcement findings, not a complete independent attribution or impact assessment.
